Visa and permit of stay for scientific research
purposes
Pursuant to EC directive
2005/71/CE (12/10/ 2005), researchers coming from Third
Countries are entitled to stay in a EU Member State longer
than 3 months to carry out research with a visa
for scientific research purposes.
In Italy the procedure has come into force on
1st July 2009 (Ministry's circular letter n. 3163
25/06/2009).
The researcher should be selected by either private or public
research institutions acknowledged in an official list set up by
the Ministry for University and Research (MIUR) and available in
the Elenco
degli Istituti di ricerca website.
The researcher can obtain a visa only within the framework of a
hosting agreement with a selected research body.
The hosting agreement lays down the working conditions offered to
the researcher, in particular it details the length and type
of contract (self-employment, subordinate, grant for research
training), the amount of the monthly salary (which cannot be less
than the Italian social allowance), the health insurance coverage
for the researcher and his/her family members, the commitment by
the research institution to cover the expenses. Once in Italy, the
researcher will apply for a permit of stay for scientific
purposes.
Please note that:
- the permit of stay covers the whole research period stated in the
hosting agreement;
- the researcher will be able to start research activities while
waiting for his/her permit of stay;
- the researcher is authorized to carry out teaching activities
provided that this activity is clearly linked to the research
project as described in the hosting agreement and it is compatible
with the statutes and regulations of the host institution.

IMPORTANT: Starting from
March, 10th 2012 the Integration agreement
for foreigners has come into force.
The integration agreement, as envisaged by article 4-bis of
Legislative Decree no. 286 of 25th July 1995 is an
agreement between the Italian State and a Third country
national who enters Italy for the first time.
The integration agreement is available to newcomers aged
over 16. The foreigner will sign the agreement when submitting an
application for a residence permit for no less than 1 year.
Researchers will sign it at Prefettura (in Trieste) or
at local office in charge of the procedure (in Udine) when they
register their entrance in Italy within 8 days. The
agreement is drawn up in two original copies, one for the foreigner
in the language indicated by him/her.
The foreigner is committed to meet his/her civic obligations and to
fulfill his/her duties under the Charter of values of citizenship
and integration adopted by the Italian government in 2007. A
credit-based approach is used to properly achieving integration.
After signing the agreement, the foreigner will be automatically
awarded 16 credits.
